Strand 1

Creative Partnerships:

arts, schools, and society

Strand 1 maps existing and builds new creative partnerships between arts institutions and the creative industry/cultural sector (enterprises, communities, semi-governmental bodies).

Three knowledge circle meetings were set up to gather and discuss case studies from three different perspectives:

1. The intercultural perspective

2. The industrial perspective
   ISIA and Palazzo Spinelli, Florence, 6-8 February 2009
3. The educational perspective
Utrecht School of the Arts and ELIA, 22-23 October 2009

In all, 37 case studies have been collected, of which 12 are included in the artsnet publication and all on the DVD.

Strand 2

Qualifications Frameworks:

learning, teaching, quality assurance and enhancement

Strand 2 provided a distinct focus on quality assurance, which was seen as a means to enhance the quality of learning and teaching, especially the student experience and to make artschools fit for change and sustainable in a climate of national and international threats.

As of 2004 peer reviews carried out within the framework of inter}artes had a major impact and a panel trained experts developed from this exercise. The terminology of ‘critical friends’ and ´mutual learnig´ had developed in the previous network to show that the trained peers visited institutions that voluntarily invited us with a non-judgmental role but to rather mirror the institution’s own goals and means to reach them. Through this mirroring process based on a set of simple questions (What are you trying to do? How are doing it? How do you know it works? And: What do you do in order to improve? ) a situation of mutual learning arose. Both teachers/school leaders involved in the reviews and the visiting experts/colleagues realized that a change process is not limited to formal quality assurance procedures but affects the role of art teachers, management structures, student approaches, the relation with the surrounding environments and perspectives of graduates. The schools started to use the terms ‘critical friends’ and ‘mutual learning’ as the core of the networks efforts.

An experts training at Birmingham City University, 29 April – 2 May 2008 extended the pool of experts to 19.

The visit to Akdeniz University provided a chance to work with newly trained experts and reflect at a workshop with all major Turkish art schools in Ankara (Hacettepe University, 26-27 March 2009) on the impact of working within a Qualifications Framework.

Strand 3

New Strategies, New Programmes

(in partnership with Klaus Jung, Glasgow School of Art / Academy of Media Arts Cologne)

Strand 3 explores educational experiments and new programmes, particularly in the field of artistic research, and charts the developing research landscape and third cycle in higher arts education.

It has organized a symposium on innovative Masters' Programmes (Talking Loud and Saying Something? at the 10th ELIA Biennial, 29-30 October 2008), and piloted the European Forum for Research Degrees in Art & Design Education (EUFRAD) at the Glasgow School of Art, 4-6 September 2009.

An overview of research programmes and institutions engaged in artistic research, compiled within the framework of Strand 3, is available on this site.

From October 2010 on, ELIA and GradCAM, Dublin jointly coordinate the SHARE academic network for research in the arts.

Teachers' Academy

Hosted by the Bulgarian National Academy for Theatre and Film Arts (NATFA), the event was organised in the framework of artesnet Europe (the ERASMUS Network for Higher Arts Education), and supported by the European Commission’s Lifelong Learning Programme.

The overarching theme of the 2009 ELIA Teachers’ Academy was ‘Storytelling’.

The register consists of experts trained in the field of Quality Assurance and enhancement, that have gained broad experience in peer review and self-evaluation processes. Their methodology, based on the Standards and Guidelines for Quality Assurance in the European Higher Education Area, is laid down in the Guidelines for institutional and subject review for higher arts education programmes.

Overview of research in the arts in Europe

Institutions and Programmes

This overview presents the outcomes of a survey initiated by Gothenburg University and conducted within the framework of Strand 3. It is the first comprehensive - though by no means complete - overview of programmes and institutions in Europe engaged in research in the arts.

Research in the arts in this overview is used to mean research programmes for artists hosted by institutes of higher arts education, sometimes in cooperation or association with other academic institutions. The more conventional, but more problematic term for this is artistic research, and when it does not give rise to ambiguity this term will be used.

The overview will mainly focus on third-cycle programmes.
This is a pragmatic choice: in the debate that has been going on for the last decade, artistic research has mainly been identified with PhDs in the arts, even though research could also be pursued by senior researchers or independent artists, and MA programmes are required to be research-based.
However, the sheer abundance of MA programmes, most of which do not present themselves as ‘research programmes’, would make the overview unwieldy if included; and for lack of a substantial body of senior researchers, most research in the arts is indeed being practiced by third-cycle students. A number of MA programmes that play an important role in discussions and existing networks have been included.

From the large number of PhD programmes in the United Kingdom, only a sample has been selected. What has been patently excluded is conventional academic research, mainly in philosophy and the humanities, that is hosted by art academies. Also excluded are non-degree postgraduate programmes without a specific research profile, that were largely already there before the emergence of PhDs in higher arts education, and the advent of the ‘artistic research’ debate.
